Bentley i-model Composer has this Batch process utility hidden from menus. You can open it running Key-in: mdl load batchprocess
But batch file allowing to run this process from command line is not delivered with Bentley i-model Composer.
However, having MicroStation it includes a batch processing utility that allows a user to publish a selection of models at once. This can also be executed from the command line, making it possible to run this from a BAT file as a scheduled task in windows.
