I'm using Office 2010 but I saved in earlier format ( xls for excel and mdb for database).
I'm able to export / modify / import changes to existing instruments. I'm also able to create new instrument with tag code T-N'U.
I've attached my export test file, in xls format.
Did you try to create instruments with Tag_code corresponding to alternate Tag_Code ? I've uploaded my settings for AT_INST_. Could you test it on your side with these settings ?
