Annotation Manager In OpenPlant Modeler CE update3 

I want to creat an Annotation  with the EC Annotation Manager ,whether cancel this function or not ,

For example， I want to add an elevation for pipe

The soft version is 10.3.0.19  , Looking forward to your help
