When you change project name in this window and save the changes (File->Save) it should store the changes for the next time you'll open this. Do you get any errors or something when you try to save changes? Does the name change in the project tree (on the left side) after you save changes?
Also, please note that when you change the project name in project administrator, project folder is not changed. There is actually no easy way to change the project folder location, as AutoPLANT is designed that way, that project/folder location is stored with-in multiple locations/files with-in your project. If you really need to change project name/location, the Project Packager tool should be used (by packing the original project and unpacking it to a new location/name).
